On October 19, 2020, the Ontario government announced the Ontario Onwards Action Plan.

The Ontario Onwards Action Plan is a roadmap to guide and bring major change to government

by making services more convenient, reliable and accessible.

This plan contains more than 30 projects that will change the way people and businesses

interact with Government. A key project under this plan is the Contact Centre Modernization

Initiative (CCMI). The CCMI is a key initiative that is a foundation to enable the vision of making

public services customer-focused, digital and data-driven, while improving the speed of

government operations and decision making.

The key activities under the Contact Centre Modernization Initiative (CCMI) delivers on the

government’s commitment to enable simpler, better, faster services and has a positive impact

on people and business in Ontario. For example, the Two-Way Messaging Project is an

additional communication channel which allows caseworkers and clients to exchange

information (messages including attachments such as documents scans) easily, efficiently and

securely. This significantly improves client experience while freeing up caseworker’s time to do

more important tasks than field phone calls or emails for general questions. This improves call

wait times and average call duration and incentives the clients to call only for more important

questions and follow-ups.

Responsibilities:

Designing, developing and implementing front end code including user interface interactions and creating attractive and effective user interfaces

Required to translate technical systems specifications into working, tested applications. This includes developing detailed programming specifications, writing and/or generating code, compiling data-driven programs, maintaining, and conducting unit tests.

Resolves and troubleshoots technical problems which arise during the use and operation of software packages, including technical assistance in implementation, conversion and migrations

Requirements

Must-haves:

Front End Skills

  • Knowledge and experience coding and using basic artwork to deliver a complete user interface
  • Experience creating web interfaces for large websites.
  • Experienced with complex large-scale systems
  • Experience with Cross browser compatibility
  • Experience with Responsive frameworks
  • Experience with Social Media APIs
  • Experience defining product strategy and roadmap
  • Experience working with external third parties to assess partnerships and licensing opportunities, runs beta and pilot programs with early-stage products and samples, and becomes an expert with respect to the competition

Desirable Skills:

  • Knowledge and experience with programming Internet-ready applications
  • Knowledge and experience in rapid application development (RAD) methodologies
  • Knowledge and understanding of Information Management principles, concepts, policies and practices
  • Experience with middleware and gateways
  • Experience reviewing, analyzing, and modifying product installation scripts including encoding, testing, debugging
  • Ability to provide post-implementation support and resolve any post-implementation technical issues
  • Experience conducting design walkthrough sessions with project team
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards

Technical Skills

Development experience:

  • 10+ years’ experience in the use of J2EE development tools: WebSphere Application Development environment, utilizing tools such as RSA or Eclipse etc.
  • 10+ years’ experience Spring Framework, IBM WebSphere Application Server 8.x, JSP
  • 10+ Java development experience
  • 10+ Database experience: Oracle
  • Extensive experience with IBM Urban Code tools
  • Experience with PKI Security infrastructure, Canada Post Address module, Web Content Management and Government Payment Gateway

UI/UX experience:

  • 5+ years of extensive hands-on experience with CSS
  • Extensive experience with responsive development and HTML5
  • Extensive experience coding for mobile devices
