The Ministry of Citizens’ Services and Office of the Chief Information Officer (OCIO) performs a dynamic, corporate leadership role in government to support the development of an innovative, modern and robust technology environment; to improve accessible and responsive services and information to citizens; and to provide enabling infrastructure for ministries and the broader public sector to transform how government works on a day-to-day basis.

The Connectivity Division leads government’s mandate to expand internet connectivity to all British Columbians in all corners of the province. The Division provides leadership funding programs and expertise to communities and local governments in the expansion, coordination and provisioning of telecommunications services, evaluating innovation solutions, and pathways to the adoption of emerging technologies that enable the digital transformation of communities in every corner of the Province. The Connectivity Division delivers on this mandate through its Strategic Initiatives, Network BC and Connected Communities branches.

Network BC has the mandate to increase access to reliable high-speed connectivity to underserved communities throughout the province. It achieves this through a diverse portfolio of policy and programs and by administering agreements for the expansion and improvement of connectivity. The Branch works closely with all levels of government, the broader public sector and the telecommunications industry to expand and improve connectivity in rural BC and coordinate activities of various stakeholders to leverage current and future investments.

The Senior Technical Analyst is responsible for participating in the development and delivery of the vision, strategy and roadmaps for how the new and emerging portfolio of connectivity technologies will realize rural and indigenous community high-speed internet needs, achieve the ministry mandate and business priorities, as well as how specific technologies will impact the broader telecommunications services lifecycle, ensuring maximum business value and cost-effectiveness to provincial funding programs and to overall connectivity goals. Working with stakeholders, including cross-ministry partners, business and technical subject matter and industry experts, vendors and product representatives, this position will work to ensure the successful realization of a technology portfolio roadmap to achieve the longer-term connectivity mandate for the province.

In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

Education and Experience:

  • Degree, diploma, or certificate in computer science, business, public administration, or related field; OR, an equivalent combination of education and experience may be considered.
  • A minimum of three (3) years’ experience providing business analysis on high risk projects, including management of financial and human resources.
  • A minimum of three (3) years’ demonstrated experience in assessing customer requirements, developing and implementing technical and business solutions.
  • A minimum of three (3) years’ experience providing leadership to highly trained and qualified staff and consultants.
  • A minimum of three (3) years’ experience providing technical advice to technical and non-technical work teams.

Preferred Requirements:
Preference may be given to applicants with one (1) or more of the following:

  • A minimum of three (3) years’ business analysis and/or project management experience.
  • A minimum of three (3) years’ using spatial applications and spatial data experience.
  • A minimum of three (3) years’ experience or certification in the role of network architect or telecommunications service owner.
  • A minimum of three (3) years’ experience working in a program service delivery role.
