The LDB is one of two branches of government responsible for the cannabis and liquor industry of B.C. We operate the wholesale distribution of beverage alcohol and non-medical cannabis within the province, as well as the household retail brands of BC Liquor Stores and BC Cannabis Stores.

The information technology (IT) team is highly customer focused and directly supports four distinct lines of business: retail liquor, wholesale liquor, cannabis, and corporate. These line of business IT teams are supported overall by both a Chief Information Security Officer and a Chief Technical Officer and their respective departments to ensure the organization prioritizes security and innovation.

At present the technology team consists of more than 200 full-time employees, and has also adopted a multi-sourcing strategy and leverages external expertise, Cloud SaaS based services and government shared services as appropriate.

The teams integrate, maintain and enhance more than 80 business systems on a hybrid on-premises and cloud infrastructure. These include:

  • Merchandising and retail store systems that process 40 million plus customer transactions per year.
  • Wholesale, distribution and warehouse systems that enable the movement of 17 million plus cases per year.
  • Corporate finance systems to service an annual budget of approximately $3 billion and HR and payroll systems to service more than 5000 employees.

Reporting to the Director, the Senior IT Project Manager is responsible for managing teams involved in the design, development and implementation of new and enhanced IT foundational solutions for retail, wholesale and corporate production systems (including both business and technical process changes), to support the attainment of strategic IT and business goals and objectives and new directions for business delivery (e.g. e-commerce).

This role operates within various IT departments as an embedded resource and reports to the respective IT Director, but must maintain a cross-functional relationship with the Corporate Project Management Office (PMO) within Corporate Strategic Services that provides methodology, best practices and governance to ensure a holistic approach across the organization for project management activities. The Senior IT Project Manager must adhere to and report into the PMO with respect to governance and best practices.

The Senior IT Project Manager leads, manages and directs the analysis, planning, development, delivery and change management function for properly engineered IT services, and leads the integration, coordination and implementation into the existing environment, ensuring that all new pieces integrate fully and that redundant hardware, software, and processes are properly retired and change management functions are addressed. The Senior IT Project Manager must drive delivery of assigned projects to ensure timeliness and quality within scope and budget. The Senior IT Project Manager is responsible for supporting all IT departments to deliver initiatives as determined by IT strategic plans, including planning, development, delivery, change management, communications and continuous improvement of solutions implemented within their portfolio.

May be required to work shifts and weekends depending on project schedules and operational requirements. A criminal record check is required.

Position Requirements:

Education and Experience:

  • Degree or diploma in Computer Science or a related discipline, and a Project Management Certification from a recognized institution (e.g. PMP), combined with a minimum of 5 years of recent, related experience*.

*Recent, Related experience must have occurred within the last 7 years and include the following:

  • Experience managing multi-functional teams in application development, implementation and ongoing production support.
  • Delivering projects of significant scope and impact, seeing projects through the full life cycle, including change management.
  • Experience in all aspects of the Software Development Life Cycle (SDLC).
  • Experience as a Scrum Master for continuous improvement or Agile projects.

Preference may be given to candidates with experience in:

  • Infrastructure Management
  • MS Azure (certification preferred)
  • Test Automation
  • DevOps
  • API Management
  • Cloud-based databases
