This is complex accounting, budgeting and analytical work, including work of a supervisory nature involving responsibility for developing, monitoring and maintaining the budget for the Information Technology department. The Accounting Analyst performs a variety of accounting operations such as the preparation of operating and capital budgets and financial forecasts; the monitoring and analysis of expenditures and investigation of budgetary variances; the preparation of various financial reports, statements, and year-end and period-end working papers; the performance of internal audits and the conducting of various special studies and preparation of reports on matters such as the cost effectiveness of projects and alternative sources of funding for senior management. In addition, the incumbent assigns, supervises and reviews the work of subordinates engaged in accounting and clerical work; participates in selection interviews, trains new staff and prepares written performance evaluations; ensures that all labour and material expenditures are charged appropriately; maintains, balances, analyzes and reconciles accounts and performs year end duties; compiles budgets, reports and summaries; exchanges information with IT senior management and Financial Planning; maintains liaison with department staff to provide advice on specific accounting matters; reviews existing procedures, makes recommendations and implements improvements. Performs related work as required.

Qualifications include completion of at least the third year of a professional accounting course (CGA, CMA or CA) or equivalent. Several years experience in municipal accounting, preferably including some supervisory experience, or an equivalent combination of training and experience. Considerable knowledge of the principles and practices of municipal accounting; of legislation, policies, and procedures related to the work performed; of municipal finance, budgeting, purchasing and audit procedures. Ability to coordinate and supervise the work of subordinates in order to meet established deadlines; to analyze accounts and to exercise sound judgement in interpreting and processing accounting information; to scrutinize purchase requisitions and other documents and records for irregularities; to prepare various financial statements and reports.
